Cybercrime is big business, but the fines for paying up the ransom could be worse. Apparently the US Treasury has latched on to penalties for paying State Sanctioned entities, so if you pay money to North Korean hackers, it may be funding their government. Your actions in getting data back could be funding international terrorism. Sensitive data may have export rules too. In any case, you pay off thousands or more, and you have then violated US and international laws. Sadly, being hacked will continue to plague you long after your data is safe.

The move could doubly punish the victims of ransomware attacks.
