If you had to take a guess, what country would you say has used internet blackouts the most against their populace? Apparently, India has shut it down more times than any other country over the course of the last five years. 84 times in 2022 alone, entire areas up to the size of their states have been blacked out. The usage is as a political tool, and has caused disruption in a number of negative ways. They also block the usage of VPNs, as well as alternate connection points.
